reference was made to it by the Chinese themselves, I understand that owing to the general effect of the prolonged war and particularly to the recent phenominal increase in the cost of living, there is very considerable distress among the teachers and students of Chinese Universities and that privations are resulting in an alarming increase in diseases liko tuberculosis. 1 have seen a nota by an Englishman engaged in a chinese University which gives an éleraing picture of the resent position. I also obtained confirmatory evidence from other persons familiar with China. The Chinese are a proud people and any help which it might be possible to offer in this connection would have to be offereu in a
